Spill Prevention Control and
Countermeasures (SPCC) Plans 40 CFR 112 specifically pertains to the control and prevention of oil
discharges from non-transportation related onshore and offshore facilities into or upon the navigable waters of the United States or adjoining shorelines. A facility will be required to prepare an
SPCC if following two conditions are met. The facility stores more than 1,320 gallons of oil above ground, or oil in a single container with a capacity greater than 660 gallons above ground or more
than 42,000 gallons below ground and located in an area where there is a potential discharge to navigable waters.
